Dotted Graph gridlines

While creating the gridlines, I have been drawing the gridlines in such a way so that it looks nice. To do that I have used to following code :

this.diagram(go.Panel, "Grid",

But as per our designer, they wanted to have a grid like this :

Any idea what I am missing here.
